(a) I should like to see the title

amended to read:- "Civil Affairs Directive for issue by the Force Commander to the Chief Civil Affairs Officer in Hong Kong.

(b) I attach an additional Para.4 for your consideration covering "Dual Responsi- bility" this will bring C.C.A.O's Directive into line with the Directive for the Force Commander.

When we have cleared these points it is proposed:

(a) to submit the Drafts to P.U.S. via D.C.A. and have them agreed on P.U.S. level between War Office, Colonial Office and Admiralty.

(b) that the Directives should then be issued to the Force Commander by the War Office, as being responsible for Civil Affairs.

6. I am sending a copy of this letter to SINNOT at the Admiralty together with copies of the Draft Directives and my proposed amendments.
